Avatar rotation is a client-side effect that's then updated on the server. What it sounds like is happening here is that you're either losing your connection to the server, or are getting a lot of lag and/or packet loss.

You can figure out what your ping time is (the amount of time it takes for data to go from your computer to the server and back again) by opening the Statistics Bar. (View > Statistics Bar or Ctrl-Shift-1)

My pings tend to be about 55ms for both the sim (the area of land you're connected to) and the user server. (marked as "Ping User" in the Statistics Bar.)

Also under the Statistics Bar is your bandwidth usage. If it's at 0 kbps and unmoving, this indicates you're disconnected. Open your minimap window (ctrl-shift-m) and look at the map. Is it tinted red? If so, this means you may have lost connection to the sim.

To find out how much cumulative packet loss you're getting, check Help > About Second Life. This is a number that you really want to be as close to 0% as possible.

Now, once you have those numbers, what can you do about it? If they're normal, and you can chat and everything, the problem is going to be something else. If they're really high and crazy, it could be due to your internet connection. Are you on wireless? Do you actually have a broadband connection?
