Bandwidth Question

I have ran several tests for my bandwidth, it averages 1Mb down and 256Kb up out of game, however, latley in game, I can't seem to get over 100Kb and very high packet loss. Everything seems to take much longer to load than it did before, and I am having a lot of ghosting issues. Things were just fine a few days ago, and then wham. I tried Kex''s lag guide, but it didn't seem to help much. It's annoying to log into your home, and have to stand there for several minutes for things to load, when just a few days ago things loaded quickly. I live in one of the new snow simms, no clubs near by, so I don't think lag is really my problem.
My specs are:
AMDxp 1800+
1 gig ddr ram
128 mb Geforce 4 5200 ultra
windows xp pro

Do an ALT-1, will bring up a stat window. Can see if lots of running scripts, etc..etc..

Also SL has been a little slow the last couple of days, but should get alot better soon..I hope!
