Clothes not fully rezzing

So I've been playing SL since maybe Oct and all of this time I've had problems with peoples clothes not rezzing. I'll have to ask people to please take off and replace clothes or do things like fly all the way up and fall or usually have to TP out and back in since these don't always work--just to see the textures properly rezzed.

Keep in mind the textures always rez but not fully. This is a huge annoyance, and I don't know why I don't see more people complaining about it. If someone is wearing something it should fully rez.

I have this issue too. Often articles of clothing stay in their half-rezzed simplified form, even new clothes I wear. Often the wearer (myself included if I'm wearing the new clothing) has to take off/put on the article of clothing again to get the fully detailed texture to rez. But you have to wait until the texture has finished downloading, or the clothing will have to be taken off and reaplied again.

It's mildly annoying, and I'd love it if there was a setting or something that I can change to fix this.
