Is it Ok to use prims outside sim borders? I have seen people placing rocks in the water around their sims, by linking them to a mass of prims where the centre point is just inside the sim border?

I believe if your sim borders a 'void' sim, then it can be done, but only for as long as this remains a void sim. One type of prim that you should never hang over a sim border or even a parcel border is a Mega/Huge prim, the physics of these prims, although tolerated upto a point, can cause sim server crashes, in which case an overhanging prim will become the least of your worries.

yep, works perfectly aslong the root prim IS inside the sim
had overhanging tree`s into "nowhere", pritty funny that it worked
