I've seen that before in 1.7-map. Some sort of update glitch but it can be resolved as a kink.
I thot it looked kinda like a 8-bit game with tiles myself. One of those Pirates-type dealios.

When they first popped up on the map, I did some investigating and I believe that each pixel shown there was the Linden seaweed they put at the bottom of the water body's floor.
