I would like to ask some questions about these matters:

1. Are the prim limits in a particular sim are an issue for rezzing?

2. Is the lagging in particular sim and other public sims in general are a problem?

Kindly provide a link about this issue in SecondLife, or could anybody here explain on this in particular. Thanks in advance.

Yes, each sim has a maximum of 15,000 prims, not including prims attached to an avatar. Any attempt to rez an object on a parcel that does not have enough free prims will cause a parcel full error, and the object will simply not rez.

Generally no, lag is generally not a problem in most sims. There are two types of lag, client side, and server side. Client lag is when you paticlular machine is having difficulty keeping up with everything it's being asked to do. I.E., your machine is too slow, you dont have enough memory, or, your client rendering settings are set too high. Server lag is generally due to to many scripts being ran. I.E. 40 avatars with enough bling and scripted attachments to choke a herd of dancing cows.
