A video Codec should not be the issue here.

What video card do you have?

What version of the drivers are you running for that video card?

A lot of ATI owners have had better luck with the omega drivers than the official ATI drivers. I would recomend you give them a try:

Hi, I just had the same problem when I got radeon x1950xtx, so I reinstalled windows as the openGL drivers were disfunctional. After reinstalling it, SL started working. Then a bit later, windows asked me to install something like "SmartGDI-finder" or something like that, decided not to install it. Im not sure if thats the problem but just in case, I wouldnt recommend getting it. Try checking if your openGL works
