I've reported this bug at least once back before 1.10:
When an object rezzed inworld has its permissions changed for the next owner and then the object is taken into your inventory ALL next owner permissions are set to false. This means that I could send the object to someone else and they'd have a no-mod, no-copy, no-trans object. If I re-rez the object, the permissions are back, but the inventory one is still NO-PERM. Makes it very difficult to check the permissions and make sure they are correct.
This is ESSPECIALLY bad when I get IMs from people saying they bought a copy (or mod/copy) object and they can't copy or modify it. I now have to track down ALL MY VENDORS and check EACH ONE by rezzing the box, emptying it, adding from my inventory a copy or copy/mod object, take the box, fix ITS permissions, drop it back into the vendor.
I have at least 3 vendors selling at least 7 objects each. I've fixed them AT LEAST TWICE before. Everytim I upgrade the product or create a new one, I have to go through the process again.

Yep. Isn't it fun? They haven't gone buggy, they've been buggy for a long time. That which isn't buggy is well nigh incomprehensible.

Use an alt to verify perms before distributing

From: Introvert Petunia Yep. Isn't it fun? They haven't gone buggy, they've been buggy for a long time. That which isn't buggy is well nigh incomprehensible. Oh, I know. I reported it when I first saw it (1.9.9?) and have had no feedback on it. From: Norman Desmoulins Use an alt to verify perms before distributing It's still extra work that I SHOULD NOT have to do it. Though I know a way to run 2+ copies of SL at once (which may be changing in 1.10.whatever-today's-is because of hardware profiles), if I didn't it'd mean that I'd have to log out and log back in, accept, check, log out, log back in.... You get the idea.

Ah... as a fellow Dragon, I assumed you had multiple computers capable of logging into SL simultaneously...

Right-click your SecondLife shortcut > Properties.
In the Target area of the dialog box, add "-multiple" to the end of the target.
Example: "....SecondLife.exe -multiple"
Now you can have multiple accounts open at the same time.
