What is causing this?
When I click the snapshot button, I get the first picture. If I then turn UI off, I get the second picture. If I use just the tilde (`), I get the third picture. Images have been resized from 5184x4014 because that's what SL spit out when I took the screenshots.
This bug is repeatable, at least on my computer.
How can I fix this?

There's a Debug->High-Res Snapshots option in SL, have you turned that off?

That would be my guess, you are taking a hirez pic of the UI and SL doesn't allow that.

SL does allow hi rez pics.. when are taking then.. dont touch anything until the pic is completed

Hirez, yes, hirez pics of the UI, no. If you could then you could easily steal hirez copies of textures that way. Taking hirez pics on a computer in a laggy sim will produce artifacts usually. It has with me anyway.
