For 'Basic' settings from default, you should turn up the game cache (under the network tab in preferences) to the maximum you can afford (free discspace) or the maximum you can allocate through preferences (depending on which viewer you are using). This gives the game space to precache its textures etc and make the game run smoother. Also in the same tab put the bandwidth slider to around 2/3rd of your connection speed, leaving some for music and movie streaming.

Turn down the following:
Particals - 150 or less
Fog - 1.5-3.0
Draw distance - 96-128
Composite layers - 2

Turn off the following:
Avatar Vortexing
Bump/Cloth Mapping
Tree Flexible mesh

Set UI to 1.0

Now the game should run 'smoother', if you want more eye candy, try adjusting in small increments, each feature, one at a time, until you get a balance of useability and pleasure to your eyeballs.
