From Karen Linden's post about 1.6.9:
Second Life 1.6.9(4) Jul 26, 2005 =================================
* Preemptive fix for potential client exploits * Optimized the retrieval of images from asset server * Fixed a bug to reduce the occurrences of extraneous simulators
Somebody please tell us what an extraneous simulator is and what it's occurence looks like to us, if we notice it at all?
Inquiring minds want to know!

Well, at the moment they load two simulators per machine, by and large - if you open the info panel with ctrl-shift-1 you'll see a stat "Sim CPU", if it's at or very near 0.5, it's one of two sims on the machine. Void sims are loaded at four per machine, asn thier sim CPU is 0.25 (or very close). However, now and again (or almost all the time in some cases) three or more sims were ending up on a machine by way of bug. This left the sims slow and unresponsive. Not good. Glad to see it's being worked on.

Yes i've seen this happen a couple of times especially to the new void water sims, where they were usually running at 0.25, and got dropped to around 0.12
Heres the updated feature list
