One can upload jpg formatted image, but the "preferred" format is .tga (Targa).
You'll want to bring them in as small as is tolerable 128 x 128, 256 x 256 or 512 x 512 for whatever level of detail and use you have in mind.
Larger original images contribute to lag in ways that are just awful, and in a way kinda selfish, as everyone in eyeshot of the texture will be bearing the load of that laggy texture.
In SL, under FILE, you'll find Upload Texture, click there, browse to your texture on your computer and click-o, prest-o, you'll pay 10 L and have a texture in your texture folder. If you have more than one and you don't need to preview them, you can use the Bulk Upload Texture option, still 10 L per image, but less steps.
If you aren't sure about your texure, esp. w/clothing, there's an interim step that allows you to preview the texture laid onto a male or female avie form (upper and lower body seperate). You can rotate and move the avie/camera w/Alt mousing controls to check seam alignment, etc. If you don't like the look of it, Cancel your way out and you've saved 10 L and the need to delete an extraneous texture from your inventory!

above is true, the only reason i can fathom jpg even being in SL is for webshots (like you and your puppy off of a camera phone) if the original is already in jpg ... as far as textures go its just awefull if your making an image from scratch dont bother using it, it adds more random color data, static noise, and doesnt save any space or download times since SL uses the much superior JPG2000 format, the moment you upload
