Have others experienced time dilation issues in their sim(s)?

I spend most of my time in Europa an Phobos. Phobos, specifically, is a very well behaved sim with excellent sim stats. Since the patch I noticed TIME DILATION dropping frequently as low as .60 or less. It isn't constant, but it is frequent.

Anyone else have this experience where they hang out?

P.S. This happened with the last major patch. The fix that LL released a few day later fixed the problem. I wonder if they broke it again with this new patch? hmm..
