Yes and no. You can't reset your money that you spent, but you can buy more. If buying isn't an option - build something people would like and sell it. Or find a SL job. You can always 'restart' your AV. Just right click on yourself and choice 'Appearance." You can be anyone or anything. For being banned in area, that's really nothing LL can control nor you. Just be a good person! Don't do stupid things that you wouldn't do in RL. But do try and talk to the owner of the parcel.
But just re-invite your look, buy some $L on GOM or IGE.com, and have fun. This is what SL is about! You can't change your name however.

You really can't, unless you buy a new account. Ratings, for the most part, are going 'bye-bye' in a few weeks, so that doesn't matter.
What's so bad, that you MUST restart your SL?

Be wary about the idea of getting new acounts to escape from problems with old ones. There are limits on the number of accounts you (or your household) may have in the course of a lifetime , and limits on the number of accounts that can be created using the same credit card.
It is actually possible to start your account over to some degree. You can cancel your account, and after a certain period of time you inventory and linden dollars vanish, but the account name is still there, and presumably the same key - and then you can uncancel your account and continue with the same avatar name. Exactly what else might vanish - such as group memeberships, profile data, abuse report record, I don't know. I would think that if your key remains the same then any land bans places by land owners would remain in effect. You might want to get the Linden staff to spell out in precise detail just what near account deletion involves and includes and see if it suits you.

If (as the concept of "no banned area" suggests) you are trying to circumvent someone's decision to block you from their property... that's really their decision. Even if you were to purchase a new account, if you continue the actions that caused them to remove you in the first place, you'll be right back where you started.
I'd suggest leaving the landowner alone for awhile. You may be able to return later and apologize, but again, it's their decision to block anyone or everyone from their property, for any reason or not reason.
