I just bought a very nice piece of mainland-1024 full perms, no cov. About 2/3 of the land is underwater, though, so I was trying to raise it up, and I can't seem to do that, and I have no clue why. I'm the land owner, and there's no covenent, so there's no reason I shouldn't be able to change the terrain, right?
Can anyone help me on this? I've tried IM'ing the seller, but they're not online at this time.
PS, the plot borders protected waterfront, on one side, but is not on the corner. The SW corner can be raised pretty high, but the rest of it can't go above the waterline for some reason.

When a sim (or island for that matter) is created, a heightfield map is used to define the terrain. In world terrain editing can only modify the land (up or down) a certain amount. In your situation, you have the land raised up as high as it will go, even if that means part (or at times all) of your land is underwater. Your options: Sell the lot and buy higher ground, or if it's managable, work this to your advantage, and create piers, a beach, or whatever marine type of setting.
In other words, you cannot push mountains down into the water, or vise versa. If it is an island, and you're the island owner, you can submit a new heightfield map and redefine the topology.

You are also limited to how high/low you can edit the terrain. It is much greater on the mainland than on class 5 servers (I believe). Have you tried right hand clicking on the land (not prim land) and choosing Edit Terrain? Assuming you have rights, you can rais, lower, smooth etc the land there.
