Geometry and textures stream down to your machine dynamically. The order is chosen in collaboration between your client and the servers. If you mouse-over a texture and leave your pointer over it, you'll find that it sharpens up faster than the others.
Initially, low-rez versions of the textures are sent (to give you a general feel) followed by several more detailed versions until the final texture arrives.
When you've got to download a LOT of textures, that can take a while (check the bandwidth meter in the top right of your client display - that will show you how much data you are sucking back second-to-second.
Under EDIT > PREFERENCES > NETWORK, dial your cache size all the way up, if you can afford the disk space. If you've got the bandwidth to spare, increase the speed slider as well - If you've got 10Mbps cable, having the slider down around 300Kbps will only end up using a small fraction of the speed you have available.
Reducing draw distance (adv graphics, IIRC) will help, as it will restrict downloading to stuff that is much closer to you.
1.7 (from what I have seen in the preview grid) has a much better algorithm for determining what order to stream things to you, so I expect texture streaming to improve in the fullness of time.
Hope that helps some.

I just came to the forum to ask the same question and there it was. I thought maybe something was wrong with my setup. I hope 1.7 improves texture loading because I don't like moving the pointer over images to get them to load. I've lowered my viewing distance, which has improved image loading somewhat, but I can still be standing in an area for quite a while and the images still stay blurry until I point at them. I'm using a cable modem.

So far the impression 1.7 gave me its getting alot more "fluffier" map look aloot better in 1.7 however at some zoom it goes into a blurr mode, cause of alot more details being "shrunk" and colors? , might not be out when its official out, but we'll see, its very nice
