For about 2 weeks now I have been having problems with things not rezzing for me as soon as I tp anyplace.

I have a Nvidia GeForce2 MX/MX 400
RAM is 64.00 MB

The video card you have is a little on the old side.

A better video card would help your SL experience. If you're on a budget - you should be able to find at least an nVidia FX 5200 or better for under $100.

The more video memory the better. If you can get 256MB - that will help.

sounds more like a connection speed issue then a video issue
you could try unchecking all the extras like shine and lighting

With that card you need to turn every thing off, set draw distance to 68. Rezzing tends to be a network problem but if the vid card is so overworked it can take a while for prims to materialize.

I would recommend at least an Nvidia TI-4200 with 128 megs of memory. The 5200 isn't significantly better but easier to find. The BFG overclocked cards are pretty sweet and under warranty overclocked.

For what it's worth, a good deal for an FX 5200 would be about $50 US, although those tend to be the 128MB variants and you might be able to find a 256MB one for shy of $75.

If you can find an older Ti 4200 for significantly cheaper than that I'd go for it, otherwise I'd stick with the 5200 because it's already one generation behind (there's a 6200 now).

Remember that with SL, you're going to have to look at other components of your computer -- particularly in regards to CPU and RAM, and make sure there are no system significant bottlenecks jamming your experience.
