Unable to Edit Parcels in the Raw Terrain File

I've been trying to parcel out my sim with the raw terrain file, and so far, have been unable. According to the island guide, channel 4 (the first channel after red, green and blue) controls the parcels. Using Photoshop, I've shaded in my desired parcels on that channel with different grayscale values, but when I upload the file, the parcels don't get set. I am able to set the parcels manually in-game by dragging them out. When I do that and re-download the terrain file, that channel is still completely white (255). Re-uploading the terrain file (even with that channel all white) does not affect any of the parcels I've set manually, so it seems to not be reading that channel at all.

I've tested out the functionality of the other 12 channels, and the rest of them work properly with the exception of the water height channel (3). As I don't really need to change that anyhow, it's not a big deal, but no matter what level I set the water to, that channel is always all black (0).

Has anyone been able to get this to work, or should I just resign myself to parceling out manually?

As we discussed in-game, I just ended up parceling it out manually. It's a pain, but was the only way I could do it. A friend of mine also purchased a sim, and had the same issue. I suspect this layer of the terrain file just does not work, and the new island guide is just in error. If anyone knows any different, please let us know.

I am having the exact same problem. I have a fairly complex parcel map that I spent quite a bit of time developing in another applications. Has this method ever worked, or is this a recent bug?

I learned via in-world help that LL does not support any more this feature. Would have been nice to update the manual that came with the island and the knowledge base!
