Ping User/Sim: Always 1,000-18,000...

It's becoming unbearable now. Over the past couple days, Ping Sim/User rates, have been jumping from 1,000 to 17,000msec. How can I see whose fault it is (my ISP, my network, the servers...?), when both User and Sim rates are so high? The average usually hangs around 7,000, for both numbers. My frame rate has been flattened down to 1.0 FPS... It's earlly hard to turn or walk. Frame rates are normally 2-5FPS, for me.

From the thread indicated by Bitzer, I ended up using the suggested WinMTR (http://winmtr.sourceforge.net/ ) to test my connection.
