I think you can only ban people if you own the land you are on, otherwise you have to contact the owner of the land. If non of this is according to your situation you can file a abuse report to the Lindens.

If you are talking about banning them from all of SL, only Lindens can do that. One report is not likely to do it.

It takes time

One abuse report isn't going to do it. It takes a great many of them, over a fair amount of time. This is to prevent the abuse system from being abused itself, but it also results in it being a very slow and frustrating way to get rid of griefers.

If you own your own land, you can block those people from entering your land using the parcel or estate banning tools, but even this doesn't work if the person goes back and makes a new alt and comes back in the next five minutes to grief some more.

Fortunately, if you file an abuse report on each of these alts, and then take the numbers from the abuse reports, you can demonstrate that a person is creating new alts for the purposes of griefing. These tend to get quicker action, and I have used that technique successfully myself. Surprisingly, though, this is what it takes - Linden Labs does not have the ability to cross reference logins by IP address, so this task has to be done manually by the abuse team.
