It appears I may be the only one in SL to work out how to send Group Notices under the current version. Here's instructions on how to do it..
Careful. Follow these instructions PRECISELY.
1. Go to "Create New Notice" like you normally would. 2. Press Tab twice - cursor should be in the subject. Type the subject. 3. Type your message into a Windows Notepad or similar (because it might take a couple of goes to get this right.) Use Edit - Copy to put it on the clipboard. 4. Go back to your Notice. Hit tab, so you're in the general message text. Type or paste your message. 5. Click the tiny "?" button on the top right and HOLD DOWN the MOUSE BUTTON. 6. Whilst holding down the mouse button, hit shift-tab twice. Your "Send Notice" button is now highlighted, continue to hold down the mouse button. 9. Whilst holding down the mouse button, Press the Space bar to send. 10. Release the mouse button. Your message will send - and you'll get the help dialog box, which you can close.
At any point you can add an attachment using the normal process if so desired. (Thanks to Splat1 Edison for improving the original!)

Thanks for those great, detailed instructions. However, when I tried it, there was never an opportunity to insert an attachment.

Hi, This hasn't changed, do you know how to insert an attachment 'normally'? You drag and drop it over the attachment icon on the Create Notice dialog box.

D'oh! I guess not. It's always grayed out so I thought it wasn't active.
I did get to send a notice once, but haven't been able to replicate my sucess.

When I drag the noitce or an object over the attachments slot, at circle with a slash through it appears. And I can't drop it.

Clicking and holding the question mark in that window and shift tabbing after completing your note allows you to select send without letting go of the mouse button hit space. saves all the refresh and mash keyboard twice fun

That's right, it's not the attachment's slot that you need to drag it over. It's the curious looking icon on the right side of the dialog box.. Although god knows it would be more intuitive to drop it into the 'attached files' box.
