My packet loss is probably 70% of the time in the high level of red. My chat takes ages to appear on screen, then appears out of order, I'm lagging to hell and back most of the time, it's just no fun. I've got 1gb of RAM, a 256 video card and a decent processor, I didn't have these problems before 1.7, not to this degree anyway. Is it me ? or a problem with SL in general. This happens anywhere, even on our home sim which the stats say is running fine.

You didn't give any details about how you have graphics configured in SL, but you might try reducing your draw distance and turning off local lighting, if you have it on.
Before 1.7, I ran with a 128m draw distance with local lighting. Since 1.7, I've had to turn local lighting off. I keep trying it and it does seem to be better now than when 1.7 was released, but I still can't have local lighting turned on all the time like I used to.

I used to run with local lighting and shiny on, and a draw of 128 or more, now i have everything turned off, or at the lowest possible settings, and my draw is at 64.

Well, it isn't that bad for me now, so there might be something on your end. I get 10 or better FPS with 128m draw now except when I'm entering a busy area, but it settles down fairly quickly. Textures don't show up as quickly as they did, but client FPS is good and movement is fluid. with local lighting off. Standard things to try are clearing the cache and reinstalling. I think there have been some cache corruption issues with 1.7. I have my disk cache set at 200MB. I don't know what the optimum setting is, but the anecdotal reports that I've read indicate that a larger cache won't help you and might hurt you. But I don't know for sure.

Packet loss will do that to you. In preferences, on the network tab, there's a slider called "Maximum bandwidth" which controls how fast SL tries to download stuff. Try lowering it and see if it solves your packet loss problem. You can also have general problems with your internet connection to SL.
