Forum Av question

This account was created today. I am trying to upload a image as my forum av but I keep getting this message: "There has been an error in the upload. Please ensure that the file has been correctly selected and that the upload has taken place successfully." I see the avatar image in my profile but not when I post.

My question is a new member required to wait a certain amount of time before adding an image as an avatar?

If not, does anyone know what I might be doing incorrectly?
