How can we make permissions for editing land, etc available to the whole group on our group land? Right now no one can plant a tree...unless the founder makes the Edit Land available.

Exactly, only officers in the group can edit the land or make land editable.
Consider this, make the person who is doing the landscaping an officer of the group, and once he/she is finished with the job, they leave the group and are readmitted as a general member.
