... why someone with Play Streaming Video When Available checked, standing in a sim which has streaming video, does not have a video tab at the bottom of their screen?

Are you 100% sure you are in the land parcel with the video? It doesn't go by sim, it goes by land parcel. The video screen could even be right in front of you, but if the land is divided in way that isn't obvious and you're over the line, the button will not be there. Turn on property lines if you are not sure. |

Is it smart enough to not put up the tab if you do not have the right video player installed? Maybe it's a stream type that you don't have the app for?

yea
1 if your not on the actual parcel you dont get anything
2 if your QT isnt installed, updated, and running next to your system clock you dont get anything
