NoBuild area with objects not mine

I have a land with no building permission to others. Only my group can build or edit object in my land.
But yesterday I found an object in it, made by a complete stranger.
How is it possibile?
There is a reason or it must be a bug?

I found an object made by 3 prims... it disappeared while I was looking at it...
It was an invisible object around a paying device...
