An item's individual permission always has to be either copy or transfer (or both).

So you can create an item that's C/T, NC/T or C/NT, but not NC/NT.

If you want to make something C/NT, check copy first and then you'll be able to uncheck transfer (which in turn will gray out copy).

You're not being very specific in what you're doing.

Rez a plain plywood prim, right-click and edit. The default next owner permission will be NM/NC/T. You need to check Copy first which will cause Transfer to be able to be deselected.

If the above works for you for with a newly rezzed plywood prim, then there's a prim or item in your linkset with incompatible permissions. A M/NC/T copy prim linked would prevent you from making the linkset M/C/NT due to the conflicting permissions. The same for a M/C/NT inventory item.

You can also take the linkset into inventory to see the compound permissions on it. If you have full permission, it shouldn't say anything behind it. If it says (no copy) then that would explain why you can't set the permissions the way you want and you'll need to look at every indiidual prim and every individual prim's inventory to figure out where the bad prim/inventory item is.
