When will this message stop ?  I get it when I go online and I get it in emails. "The object 'Second Life' has sent you a message from Second Life: Objects in Pheosia are unable to be created because the parcels they are being created on are full. Notifications from this region are temporarily deactivated."

I have seen this too, on my own land, which still has thousands of unused prims available.
Here is what's causing it in my case. In the Land options tab, there is a new check box on the upper right, directly above the disable scripts check box. It's description says that when clicked, you are allowing other prims to enter your land. When unclicked it is supposed to prevent it.
Unfortunately it is buggy. It does a great job of preventing new prims from entering. A wonderful tool that i use during grid attacks. However it also prevents legitimate prims.
If i stand in the center of my own land (which is set to group), with my land group tag on, and rez from my own inventory inventory an object. It will fail to rez. It will give that error message. Sometimes the the object i attempted to rez is flung to 0,0,0.... and if i turn that option off, the object will be returned to my inventory, to my lost and found. Sometimes it is sent to 0,0,0 and crosses over to one of the 3 touching sims, and eventually it will be returned. And sometimes, the object is lost forever.
During the last grid attack, i turned on that option that error message began due to an object of mine (a waterfall) that was rezzing an item called "splish" (for ambiance).
I would say that someone near you has the option turned on, on their land, and has something like a waterfall or other object that auto-rezzes an object, and that auto-rez is causing the error.
