This message is usually due to a security block. Security blocks in SL are placed (manually and automatically) in cases of excessive abuse, fraud, or use of Second Life by a minor (or by an adult on Teen Grid).

The most common case lately has been automatic blocks placed when someone registers on our website with a date of birth that makes them under the age of 13. If this happens, it can be due to someone in the household; another person using your connection via wireless networking, or even someone on the same provider (depending on how your ISP and local network are set up).

If that's the case, this sort of thing's typically easy to fix, but requires some communication with us. You'll need to contact Support.

I see.
A friend of mine queried how people under 18 could sign up without a c/c so I went to the signup page and entered a birth date less than 18 years ago. I didn't actually complete the signup procedure, yet the SL client blocks me based on what I typed on the website.
You may want to look at changing this to block based on what's on the account once signup is completed or kids or friends can accidentally lock you out of your game :(

OK only way to fix it is fax my drivers license but its 6pm there so everyone has gone home :( and I'm in Australia so that means no Second Life for another 24 hours or so while USA go to bed, get up and come back to work and get around to reading my email
