How to transfer freebies that can't be resold?

How do the non-LR run shopping sites give items to people inworld?

Could some variant of this mechanism, whatever it might be, be used to give out non-transferable copies of freebie items, in a manner such that people inworld could give a non-transferable version of an item to someone else inworld with little more effort than dragging something from their inventory?

I am wondering if there could be a "Freebie Dispenser" object, scripted such that an item to be given to someone else could be dropped inworld, the dispenser would read the item's key, the giver would tell the dispener who the recipient is, the dispenser would contact the freebie dispensing offworld server, and give the item to the desired person, with minimal effort on the part of the giver and recipient, neither of them needing to go anywhere inworld to pick up a no-transfer freebie item.

The goal is to solve the problem of freebies being resold because they are copy and transfer enabled.

Doesn't that just move the issue from the distibution of freebies to the distribution of the dispensers? What perms would the dispensers have?

I thnk the dispensers could be no-transfer items. If I want to give people freebies, I would take the effort, one time, to acquire a dispenser.

When I want to give out a freebie, I drop the dispenser and my no-transfer copy of the freebie inworld. I say "Dispenser, give Damanios Thetan 'Old-Timey Bike'" The dispenser scans for the object and and the recipent, and sends a message to, say, slboutique.com, with the item's and recipient's key, which checks to see if the object is on its list of freebies and sends the object to the recipient.
