Can't find a suitable location for Teleport ? ...

Is it possible to set up a private island with a Telehub AND have the owner able to TP people directly to them ? If so how ?

I have Svarga set with a hub which seems to work ok, but whenever I TP someone directly to me they get a message telling them there is no suitable location for a teleport ? I thought this was possible ? ...
