Manage Attachments button not working

The Manage Attachments button works for me at the office but not at home. Pressing it at home gets me Error on Page in the status bar.

Is there some security setting I need to turn off?

I've set Internet Explorer settings to Low Security.

I've turned off Norton Internet Security but no change.

I have Windows XP.

Suggestions?

where... is this button?

After you post a message, it shows up at bottom of the Edit Post window.
