Low FPS with good system

Hello everyone. Im getting between 5-20 FPS which is kind of low and my system meets the requirements

1gb ram
3ghz prescott processor (hyperthreading support)
128mb radeon 9600 pro

i play battlefield 2 and world of warcraft and get way better FPS than this game. it just doesnt make sense is this game coded poorly for graphics or something? i followed the dual core processor thread and set the affinity to 1 core and i dont notice any FPS increase.

is there anything i can do to increase my FPS. I set EVERYTHING on low and still get very poor FPS even in no crowds with not many objects around.

and one more question, is it me or is my game not caching properly? everytime i teleport to an area then teleport back to the area i was just in, it reloads everything, even textures. isnt it suppose to cache this information so that it doesnt have to load twice? its annoying having to wait for everything to reload even when ive seen it all before. thanks for any replies any info is very much appreciated

Yes thats how SL is, since its not optimized, billions of textures, 100% rendering and streaming it will be quite low fps.

SL cache is crap -.o, expect about average 8-10fps with that, system

i use
x2-4800 , 4gig ram, 7900gt, 1600x1200 window SL
and its about 8-9fps in crowded areas, avatars will kill your fps n.n
