I am running an ATI X700 Pro with 256MB. Everything works pretty well except 2 things:
1. I randomly see small horizontal striping about mid-screen. Not bad seams in builds - shows up in mid-air.
2. Local lighting looks great until I move my av around then the av lighting is right but the texture lighting flickers on/off and then stays off until I replace the light source. If I stand still it is OK. Camera movement doesn't cause the problem - just av motion.
I have all the graphics options set to best quality (not slower) and am getting about 60fps. Drivers are up to date.
Any help?

Can you post a screenshot of the horizontal striping? Local lighting sucks. It's always sucked. I've never actually heard of your particular problem (could you post a couple screenshots of that too?) but in terms of getting it fixed, if it's not some driver issue (and it's entirely possible, it is) I wouldn't expect it to be done until 2.0, when the new renderer is unveiled. The Lindens have stated that 2.0 will be out before the end of the year, but that seems like it could be kind of tight. In the meantime, just do what everyone else does: turn off local lighting.

For a second opinion, local lighting rocks! It produces a visually dynamic quality and far more interesting rendered scenes during the nighttime on the grid. It comes at a performance hit, particularly in areas where lights have been over-used... But it's worth finding a way to use.

LL in SL is ...very flaky, to easy to mess up if you got big things trying to cast to much light on small objects, just about every time you move your cam and back it need to do lightning again , sometimes you can get some funny results. LL and ground = lag hell period, except if youre on a clean sim  , it does cast some very nice glow on AV's tho ,, you do miss out alot if you never enable this option but it comes as of now with a insane hit on rendering. Get a screenshot if you can, of that thing youre getting, i notice flickering if i have a light near a alpha sometimes. Flickering heh so im not the only one who get that , funny to see sometimes entire builds look gone and then comes back, even had that with a single prim suspect it has something to do with sun cause i have yet to see this happen at night, daytime i sometimes see things just wanish.
