I keep getting this error no matter what I do to my sounds. I use AudaCity the newest version. How exactly do I shrink the sound file on AudaCity so it gets accepted?

You will find sound info. here on the link below. I change sounds to WAV with iTunes then, I convert them a second time with r8brain. You will find the link for r8brain on the SL Wiki link below.
