I have a friend who can log in to SL, but can barely do anything due to the lag. She doesn't have the money to upgrade her PC. We're looking to relocate our land to a less laggy sim until she is able to perform an upgrade. What should I be looking for in a new sim? The best sim for low lag is an empty one, of course But is there anything else to look for, something I could use the Ctrl-Shift-1 menu to see? And when we start rebuilding, what should we avoid placing on the land? I get the idea that it's good to leave out: Linden trees, moving textures and ambient sounds, and anything that animates on it's own. Any other ideas? Thanks in advance!

I suspect that this discussion might be more fruitful if we had the specs for the friend's computer, even though there are no funds for upgrading.
Does the friend's lag vary much depending on where they are in SL?

Also, I sell computers and computer upgrades for L$, so if the specs are sub-par on your friend's system, let me know and we'll work out what part and what cost.
I'd say defragging, running ad removal softs, and running disk cleanup would help.

A couple other client-side suggestions your friend might want to try on their machine, in their SL preferences (just incase you haven’t already done this) – Turn object detail, AV detail, and tree detail sliders all the way down, turn off local lighting, shiny, ect… Turn particles off or to about 300 max, turn your draw distance down to about 64-100, ect – every setting in there basically put it as low as it will go. Some people smarter than I may be able to elaborate here... Also posting your friends machine’s specs may help afforementioned smarter people help you out, as was mentioned.

Yup, specs are crucial. For purposes of comparison, my own system has been unusable on the main grid (even with virtually all rendering disabled) since 1.6 was released. The specs are:
Pentium III-S 1.4gHz Intel 810E2 motherboard, 133mHz FSB 512mb SDRAM PNY Verto GeForce FX 5500 128mb PCI (25% overclocked), 81.98 driver 7200 rpm hard drive with 2mb cache SoundMax Digital Audio T-1 connection
I run nothing at all in the background and have all but the most necessary Windows Services disabled.
On the test grid I get about 14fps, on the main grid about 0.5-2.5fps.

The new 82.xx series beta drivers from nVidia may help.
That processor is the problem, combined with the RAM. SDRAM is low speed for SL anyway, and I would NEVER recommend running SL with less than 1GB unless you have your own island with nothing on it and never intend to leave it.
IMHO LL should not be listing Pentium 3s as "compatible" with SL. Sure, they'll work...slowly....very....slowly.....
Your best bet would be to get a P4 or, for cheaper and better performance, an AMD Athlon64. The video card is so so just keep your graphics options to a minimum. 1GB DDR kits are cheap these days and easy to come by, and the newer processors' usage of Dual Channel tech speeds things along as well.
