please advise is there any way to make it equally shine when environment set on midnight.....and when the light source is near?.........why the texture with shininess set on high, turns into dull dark object during the night?.......

Shininess isn't "actually" shiny. It's a rudimentary reflection mapping of what can loosely be termed an "environment box".
Environment boxes are essentially the old "Linden Sky" box. The sky, the way it looked at 1024m and below, without windlight or clouds.
Because the reflection map, or "environment box" is essentially a really simple gradient of the sky, the reflection maps change for various times of day/night. Because of that.. the reflection map is chosen, simply based on the "time setting".. if you force your client to "show daylight" then you will see the shiny from daytime.
Unfortunately, the "dynamic reflections" experiment was deemed an official failure. That system, had it been finished, would have had a better chance of giving you the reflectivity you want. And Ray-Tracing, a dynamic environment in realtime is still probably a decade away.

While you can't change anything in the texture or object to affect the shininess for _all_ people, if it's just an aesthetic choice for you, you can get creative with the Environment Editor, and cause shininess to act more like daylight, while the sky is dark and full of stars.
First, set your time to Midnight, then go to World > Environment Settings > Environment Editor.
Then, click the 'Advanced Sky' button.
Play with the Atmosphere and Lighting panels a bit, and you can come up with a night-time sky that attempts to mimic daytime shininess.
It won't be perfect, but it can be closer.
