I want to make a texture on SL i have it saved onto paint and have no idea what to do from there. I guess what i need to kno is how do i upload a texture into SL?

Simple. Look at the upper left corner of your screen. Select File >> Upload texture. Select the file you want to upload from the dialog window, then click it. Double check that it's really the file you want by looking at the preview window. If it is, click Upload. You'll be charged L$10 (about 3.5 cents).
Before you do any of that, read the sticky at the top of this forum that deals with file formats, sizes, etc. It's VERY important information. If you start uploading files without thinking about the advice in that sticky, you could be wasting money on textures that are inappropriately sized or worse.
