Hi Sunshine. Do you mean that when you try to open the .pdf file that's linked in the top paragraph of that page that it opens scrambled?
If so it may be that you have a problem with adobe acrobat reader, or don't have it installed on your system. If you haven't already, try right clicking the link and doing "save target as" (or "save link as" depending on your web browser) and save it to your desktop. Then try opening it from there. If that doesn't work, go to the adobe website and make sure you have the most current version of acrobat reader. Hope that helps.
