Is there a program that will allow me to place lets say a tshirt that I just made onto an avatar to test it without having to enter secondlife?

You can use something like Poser or DAZ Studio to see an avatar wearing your tee.
If you are worried about spending money to up load, just use the preview in SL. By using the CRTL, SHIFT & ALT keys you can zoom in and out and all around.
