the creator used 1 prim totally transparent sphere prim. but, the image is of a cow. When you walk around the cow the cow's image stays the same. or if you fly above it stays the same. i noticed also that you can move the camera around and it does the same thing. the object stays the same size relative to distance and perspective. In the contents there is a script and the texture.
how do they do it? any help is appreciated thank you.

Particles will always seem to face you, that's one likely possibility.

In your inventory library, you'll find a basic particle emission script. It's fully commented, so you know what all the variables do. To create a static particle, use a very low emission rate, a very long lifespan, and zero force.
