Can anyone tell me why some objects look very subdued when placed underwater while others appear as bright as they would above the water? Does it have anything to do with the amount of white in the texture?

You can turn on lighting effects for the prim. This may be what you are seeing?

Anything with an alpha channel (or 32 bit tgas in general which you shouldn't be using unless there is a need for transparency) has the appearance of being above the water. It's VERY annoying and I suspect it's realted to the alpha bug which makes 2 textures with transparency appear to jump in front and behind one another.

Does it look subdued when you look at it from underwater at an underwater object, or are you looking at it from above the water at an underwater object?

I am talking about looking at them from above the water. Yes, every one of the objects has an alpha chanel, for instance a swimming fish. Too bad, I guess. Thanks for the answer.

Yeah, that isn't really an SL bug so much as a problem with OpenGL I believe. It was explained by the Lindens that they really can't fix it but then that was years ago. When 2 or more alphas are stacked, the renderer can't tell which is on top of the other.

Some wiseman once said, 'I know the human being and fish can coexist peacefully.'
It apparently doesn't apply to SL.

If its an open GL issue, then why does some Linden underwater plants that clearly have some type of transparent texture look fine form above the water looking down? Makes you wonder why what ever method they use cant be transferred to building tools.

It could also be a full bright issue.
