I'd have to try it though as I recall the oilpaint option will create wrinkles in your color, if you use large enough brushes and go the same way each time it will end up with semi regular wrinkle type effect.
Alternate method though tons harder, do layers of color, first one is the darkest you want it to be and gradually go lighter with streaks or clouds until your happy with the look. Oilpaint would be tons faster and easier though may not give you what you want. For all intents and purposes it makes the painted section look like it was done with a brush and paint.

I tend to do wrinkles with sponge but I am not sure what the psp equivalent is of this.

Wrinkle brushes are not magical. If you look carefully at a wrinkle in a piece of cloth, you will see a lighter streak, a darker streak, and an in between streak, all fading into one another.
This is what FD means when he says he uses a sponge. Make a dup layer, and trying dodging and burning to make the lighter and darker parts.
Another approach is to use a transparent layer, and add some amount of darkening and brigthening to it.
The problem is having the artistic eye to decide where to put it and how much to lighten and darken, etc. I certainly don't.
Take a look at Robin's T-shirt tutorial, for example.
