Hello, sorry if this is wrong thread, and for the question, but im just wondering, is it at all possible to have like an animated graphic on a clothing item, example i guess would be a top that has like a graphic equalizer, in which each bar ( each different colours ) flash on and off?....or would one have to build something and simply wear it as an attachment ?

You could do it with prim clothing, which IS an attachment, but not with standard SL clothing, which is "painted" on the avatar body.
