Is lossless upload working on the new main viewer 1.19.1.4 or do I still need to use the RC?

Good question. Presumably, everything that worked the RC should also work in the latest main viewer.

It's easy enough to test, though. Make a 64x64 texture, and put something on it that you could easily tell if it were blurred in the slightest bit. Text works well for this. Upload the image and take a look. Does the text look blurry at all, or does it look identical to how it looked in Photoshop? Pay particular attention to the edges of the letters. Any bleeding between the foreground and background colors? Any blurring? If it looks good, try the experiment a few more times with different color schemes. If it's all good, you can be reasonably certain that lossless upload is indeed working.

As far as I know, lossless upload has been working for months and months, the bug is in download, or rather, reloading a texture from cache on your computer.

Qarl mentioned in http://jira.secondlife.com/browse/VWR-2404 recently that a fix may finally be on the way.
