Are there tools like dodge and liquify from ps for psp7? I've looked and can't find anything.

Not sure about PSP7, but in PSP8, there is a "Warp Filter" effect which is analogous to Liquify. And yes, there is a Dodge tool too... but the icon for it may be confusing (looks like Photoshop's Zoom tool I think?). :)

I'm not 100% positive since I haven't used 7 in awhile but I don't think it's an actual tool in that version. (but don't quote me!)
I think when using your paintbrush you have to use a new layer and set the layer to dodge.
As for liquify I'm not sure since I don't use PS. Sorry I can't be of more help. :D

To be fair, PSP 8's "Warp" tool will create some interesting distortion effects, but, whereas you can take an image and sort of pull and stretch it to conform where you want it to with PS's Liquify - ... well, Warp comes up quite a bit short when compared to THAT feature in PS. Unfortunately. :(
