how do i make an animated sign using photoshop for use in a bar/club?

well...

Start with a grid in photoshop or other proggie. A 2 by 4 gird works well for me, but this depends on the complexity of the animation. Imagine each square on your grid as one frame of your animation. Create your textures making each frame a bit different than the next.

Then write a script that offsets the texture(quickly) so that you see one frame of your "story board" at a time.

I am oversimplifying quite a bit, but, hopefully that'll helps.
