I’ve been tinkering around with the SL terra forming tools and reading a lot about painting a .raw file with Photoshop but I don’t think I’ve read anything with PSP, so I was wondering if it’s possible to use PSP to paint my height map? Would it basically be around the same steps as using Photoshop?

I don't know whether PSP can output the proper format or not. I know it can import RAW files, but I don't know if it can export them too. If it can, then you should be able to use it for this purpose.
However, even if it worked, it would be more difficult to do in PSP than in Photoshop, for the simple reason that PSP has no channels palette. It could be pretty tough to keep track of what's going on in 13 individual channels if you can't see them.

PSP as low as v7 has a save as option for .raw and options for header size, flip horizontal, planar/inteleaved, and forward/reverse color order....
never played with it to see if it'd do what SL wants, because I don't own a region, so no good way to test.

My version of Paint Shop Pro (  can't handle the 13 channels SL requires. It can import and export RAW files, but it seems to be limited to a few different color channel configurations, and that's it. It can't even open the default private island files properly. Other versions may be different, of course. I recommend trying Bailiwick ( http://www.spinmass.com/bailiwick/), a free program specifically designed to deal with RAW files for SL. You do have to make your height map in another program, but Bailiwick will put it into a usable RAW file for you (among a few other things; it's a useful program).

well after playing with it a bit myself, I can't figure out how to create it under PSP either.... presuming that 13 channels isn't some weird typo (because the instructions only cover 3 channels in the knowledge base, easily replicated).
which is making me wonder... what's in those other 10 channels? has anyone tried uploading a simple 3 channel .raw file?
because the flow for PSP seems easy till you get those extra channels in there... create a 256^2 image, split to rgb, paint each acording to it's needs, and combine them back. (or just make 3 greyscales to begin with, paint and combine)

According to the knowledge base -- backed up by my own experiences -- all 13 channels are required. The remaining 10 handle various land settings, like whether or not flying is allowed.

Bailiwick can do what you need, it's made specifically for SL .raw terrain files and can import/export height maps among other things. http://www.spinmass.com/bailiwick/
