Clothing permissions and resale

Is this a bug or did I miss something? I sold a custom clothing design to my customer with a full permissions agreement. I set each item and each texture used to next owner can modify, copy, resell/give away. She was unable to make a copy. She selected the item, selected copy, but when she tried to paste, the *paste* item in the menu was greyed out. The item listed in her inventory does NOT say *(no copy)*, just the name of the item.

Yes. I ran into this last night, but I'm not sure if it's a bug or a new spangled feature. All I know is that's a bugger.

Bleh either way.
