All of my 3D toolbars are missing, and now I can't open up .obj files. Does anyone know how I can fix this?

When you Start up CS4
Does it say Adobe Photoshop CS4
Or does it say Adobe Photoshop CS4 Extended.
Only when it say "extended" you have the 3d Options.

 it doesn't say extended. Did it give me a trial of extended or something? I used to have it and now it is gone!

I'm guessing you were using the trial of Extended, and then you inadvertently bought the unextended version when the trial expired. If that's the case, there's god news and bad news. The bad news is you'll need to cough up some more money to pay for the difference, which could be anywhere from about $150 to $300, depending on whether you were doing an upgrade or a full retail purchase, and what you were upgrading from if it was indeed an upgrade. The good news is Adobe's customer service is usually pretty good about stuff like this.
Call them up, explain what happened, and they'll probably be able to help you. Most likely, they'll void out the serial number for the one you've got, and then charge you the difference for a new CD or download.
I had a similar problem when I upgraded to the CS4 Master Collection. They've got a pretty good deal if you upgrade from two previous suites. I happened to have an old student copy of Macromedia Studio MX, which I hadn't used in years, in addition to my more recent Creative Suite 1, CS2 Design Premium, and CS3 Design Premium. I'd always wanted the Master Collection, but could never afford it. The two-suite upgrade deal finally put it in reach for me.
I excitedly called to verify that my Studio MX would be eligible for the upgrade deal (I was concerned, since it was a student version), and the sales person said yes. So I took the plunge and ordered the Master Collection. Happy day.
Unfortunately, when I went to install the new suite, it wouldn't accept the Macromedia serial number. It turned out the deal was only meant to include Studio version 7 and above, and mine was version 6. Bummer. But it didn't say that anywhere on the Website, and the sales lady I had spoken with had checked all my serial numbers, and said everything was kosher. Needless to say I was NOT thrilled.
It took me about 4 hours on the phone with tech support, most of which involved just getting them to understand what my problem was (gotta love Indian TSR's), but they were finally able to get it to work in the end. Occasional language barriers aside, Adobe personnel tend to be good folks. I've never had any experience with them that wasn't resolved to my satisfaction when all was said and done.
